A waste licence is a single integrated licence dealing with emissions to all environmental media and the environmental management of the facility. All related waste operations connected to the activity are considered in determining a licence application. You must satisfy the EPA that the activity will not cause environmental pollution when carried on in accordance with the licence conditions. Detailed procedures on processing waste licence applications are set out in the Waste Management Act 1996 as amended and associated regulations.

This includes data of the waste water treatment plants in agglomerations (towns/cities) with a population equivalent of over 500 during 2006, 2007 and 2008, and were reported on and assessed for compliance under The Urban Waste Water Treatment Regulations, 2001 (S.I. No. 254 of 2001) and 2004 (S.I. 440 of 2004). The Urban Waste Water Treatment Regulations, 2001 (S.I. No. 254 of 2001) and 2004 (S.I. 440 of 2004) set specific standards to be achieved for waste water treatment plants. In addition, the Regulations set out a regime of monitoring by local authorities of discharges from waste water treatment plants. The EPA is required to report on the quality of effluents being discharged from treatment plants, sewers or drainage pipes which are vested in, controlled or used by local authorities.

The Foreshore and Dumping at Sea (Amendment) Act 2009 amends the Dumping at Sea Act 1996 as amended so that certain functions relating to dumping at sea are transferred from the Minister for Agriculture, Food and the Marine to the Environmental Protection Agency (EPA). From 15th February 2010 it is the function of the EPA to issue Dumping at Sea permits under the Dumping at Sea Act 1996 as amended. The Dumping at Sea Act 1996 as amended, prohibits the dumping at sea from vessels, aircraft or offshore installation of a substance or material unless permitted by the Environmental Protection Agency.

Prior to 15th February 2010, dumping at sea was regulated under the Dumping at Sea Acts, 1996 to 2006. The Coastal Zone Management Division (CZMD) of the Department of Agriculture, Fisheries and Food was charged with mplementing the provisions of these Acts i.e., permitting and enforcement of dumping at sea operations. The Foreshore and Dumping at Sea (Amendment) Act, 2009, ransferred the responsibilities for controlling dumping at sea from the CZMD to he EPA. All permit applications are now processed by the Environmental Licensing Programme of the Agency. The purpose of a Dumping at Sea permit is to regulate the dumping of material at sea. The Dumping at Sea Acts, 1996 to 2009, provide for the implementation of the requirements of international Conventions regulating the disposal of dredged materials at sea: the London Convention of 1972 (including the 1996 Protocol) and the OSPAR Convention for the Protection of the Marine Environment of the NorthEast Atlantic), adopted in 1992. The aforementioned Acts prohibit the dumping at sea of a substance or material unless permitted by the Agency. Chemical monitoring of water quality is undertaken at dumping sites.
Disposing of a substance or material at sea without a permit, or
contravening the conditions of a Dumping at Sea permit, are offences
under the Dumping at Sea Acts, 1996 to 2009. Offenders are liable upon
conviction to a fine or imprisonment or both. The permitting process is a quasi-judicial process, the detail of which is set out in the Dumping at Sea Acts, 1996 to 2009. All applicants are advised to familiarise themselves with these statutory provisions when applying for a permit.
